APPLICANT REQUESTS THAT: 

The Air Force Commendation Medal (AFCM) he was awarded for the 
period of 20 December 2008 through 19 December 2011 be 
considered by a Special Selection Board (SSB) for the Calendar 
Year 2012 (CY12C) Major Board.

APPLICANT CONTENDS THAT:

The AFCM was not awarded due to an oversight.  It has since been 
submitted and has been updated in his records.

In support of his appeal, the applicant provides a copy of the 
AFCM and his SURF.  

The applicant’s complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS:

The applicant is a captain in the Regular Air Force.  

On 14 May 2013, the applicant was notified the Assignment 
History Section on his Officer Selection Brief was corrected and 
this updated record would be considered by the CY12C Special 
Selection Board.

AIR FORCE EVALUATION:

AFPC/DPSOO recommends denial.  The AFCM, awarded for the period 
of 20 December 2008 through 19 December 2011, was processed 
within the guidelines of AFI 36-2803, The Air Force Awards and 
Decorations Program.  These guidelines state that decoration 
recommendations are entered into official channels within 
2 years and awarded within 3 years of the act, achievement, or 
service performed.  Furthermore, in accordance with published 
guidelines, the decoration award authority announces its final 
decision once the special order number is assigned to the 
citation.  

In this case, the AFCM was awarded on 18 April 2013 by Special 
Order GC-260.  As such, the decoration was awarded after the 
P0412C Central Selection Board that convened on 3 December 2012.  
The citation could not have been filed in his Officer Selection 
Record, or reflected in any official personnel data system.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 31 May 2013, for review and comment within 30 days 
(Exhibit D).  As of this date, this office has received no 
response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  We took notice 
of the applicant's complete submission in judging the merits of 
the case; however, we agree with the opinion and recommendation 
of the Air Force office of primary responsibility and adopt its 
rationale as the primary basis for our conclusion that relief 
beyond that administratively granted it not warranted. 
Therefore, in the absence of evidence to the contrary, we find 
no compelling basis to recommend granting the relief sought in 
this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of an error or injustice; that the 
application was denied without a personal appearance; and that 
the application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
